Dehradun: A high-level symposium on the theme “India on the Path to Becoming a Global Leader” was organized at the auditorium located at Survey Chowk, Dehradun, under the joint aegis of the Doon Library and Research Centre, Chintan Research Foundation, and the Indian Institute of Public Administration.
The event was chaired by Uttarakhand Chief Secretary Anand Bardhan, while the proceedings were conducted by the Director of Doon Library, N. Ravishankar.
On this occasion, the book Smarter than the Storm authored by Amitabh Kant was also officially launched.
Amitabh Kant’s Vision: Reform, Innovation, and Global Competitiveness
Former CEO of NITI Aayog and G20 Sherpa Amitabh Kant highlighted India’s emerging global role, stating that over the past decade, the country has made remarkable progress in technology, connectivity, policy reforms, work culture, and social transformation.
He emphasized the need to convert the demographic dividend into an opportunity, bridge gaps in skills and R&D, and develop high-quality infrastructure. Stressing the importance of adopting the “Zero Defect, Zero Effect” philosophy in manufacturing, he said that India must continuously pursue reforms and innovation to secure a higher position in global value chains.
Shishir Priyadarshi’s Perspective: Learning from Heritage, Focusing on Quality
Former Director at the World Trade Organization, Shishir Priyadarshi, remarked that rather than merely claiming to be a “global leader,” India should focus on consistent efforts and introspection in that direction.
He described India’s ancient legacy of global leadership as a source of inspiration and emphasized prioritizing quality, reliability, and a positive outlook in global competition. His perspective centered on strengthening India’s soft power and moral leadership.
Chief Secretary’s Message: Development Through Public Participation
Anand Bardhan stated that Uttarakhand’s green economy, unique hospitality, responsible youth participation, and public awareness can play a vital role in making India a global leader.
He emphasized that “development remains incomplete without public participation” and identified tourism, health and wellness, and environmental balance as key pillars of the state’s growth.
Strategic Insights from Rajeev Kher
Former Commerce Secretary of the Government of India and member of the Competition Appellate Tribunal, Rajeev Kher, highlighted India’s strong strategic capabilities amid global challenges.
He underscored the importance of quality-driven competitiveness and value chain balance, stating, “Only those who ensure quality will sustain themselves on the global stage.”
Urban Development Perspective by Shankar Aggarwal
Former Urban Development Secretary, Government of India, Shankar Aggarwal, emphasized developing cities as economic hubs.
He advocated for adopting technology-driven development models, improving urban management, water supply, healthcare, and education, and implementing smart urban planning to balance rural-urban migration.
Conclusion
The speakers collectively noted that the term “Vishwaguru” may be somewhat exaggerated and is better interpreted as “a guide or coach to the world.” They emphasized that India must continue progressing through reforms, innovation, quality enhancement, and public participation to move in that direction.
A large number of retired senior bureaucrats and members of the public were present at the event.
